Each shield represents one of the 5 houses, who worship different gods. But the most prominent house in charge (represented by the shield in the center) is a worshipper of Nukah, the goddess of fertility, motherhood, sexuality, and coming of age that they personally imagine as a red dragon back in the mortal realm, unfortunately mortals do not know what their gods look like, so many heraldic symbols resembling their gods do not capture their true appearance.
